  17. <p>Canada considers granting refugee status to persecuted women
  18. </p>
  19. <p>     Is the maltreatment of women as a matter of cultural practice
  20. tantamount to political persecution? Yes, say opposition M.P.s
  21. and feminist groups demanding that Canada grant refugee status
  22. to victims of sex-based persecution. The debate ensnared
  23. Immigration Minister Bernard Valcourt, who reversed a decision
  24. denying asylum to a Saudi woman who said she feared punishment
  25. for refusing to wear a veil if she returned home. Valcourt now
  26. promises new guidelines to encompass women whose governments
  27. fail to protect them from domestic violence or persecution.
  28. Women's rights advocates insist that Canada go further and
  29. become the first country to enshrine in law refuge for abused
  30. women.
